THE OPEN UNIVERSITY AND ADEM IN A PARTNERSHIP AIMED AT STRENGTHENING LEADERSHIP CAPACITY AND TEACHER DEVELOPMENT

Speaking at the signing ceremony in Dar es Salaam, yesterday, OUT Vice Chancellor, Professor Elifas Bisanda, said the agreement would enable both institutions to work closely in building leadership and administrative skills among teachers.
Through the partnership, ADEM will focus on enhancing the professional capabilities of teachers trained by OUT, equipping them with additional competencies in leadership and governance.
“While ADEM will lead the capacity-building efforts, our collaboration is rooted in shared objectives. OUT was originally established to train teachers and has since expanded to offer programmes in law, governance, ICT, social sciences, and more. In the 30 years of our existence, we have trained over 15,000 teachers at different levels,” said Prof Bisanda.
He added that since ADEM intends to expand its services to regional and district levels, the partnership will enable it to utilise OUT’s physical infrastructure—such as classrooms and learning centres—across the country to deliver training programmes.
“This cooperation brings additional strength to both institutions. By joining forces, we will be better positioned to support the education sector nationwide,” he said.
On his part, Dr Maulid Maulid, Chief Executive Officer of ADEM, noted that ADEM, as a government agency under the Ministry of Education, Science and Technology, must collaborate with like-minded institutions to improve performance and service delivery.
“For institutions to grow and become more efficient, they must embrace partnerships. This collaboration with OUT will allow us to share resources, develop joint training programmes, and build each other’s capacity in our respective areas of focus,” Dr Maulid said.
He further explained that while ADEM primarily focuses on school-level training and management, OUT operates at the regional and district levels. Through this partnership, ADEM seeks to engage OUT in school and ward-level programmes to broaden its reach and impact.
Additionally, the partnership will involve joint research initiatives with various organisations aimed at identifying and addressing key challenges in the education sector.
“Together, we’ll be able to offer training and research that not only strengthens institutional capacities but also contributes to lasting improvements in education leadership and teacher development,” Dr Maulid concluded.
